Santa doesn't drive the sleigh in Jingle Bells. It's an old fashioned sleigh driven by Joe Schmoe as was a popular means of winter transportation nearly everywehre in the turn of the century (1800s and early 1900s) and is still done today in some areas.

In the song, the sleigh does not belong to Santa. It's a sleigh like many people used to have for winter refined travel with a beautiful horse decked with huge cascades of jingle bells.

The subject of "Jingle Bells" isn't Santa's sleigh - just an old-fashioned sleigh pulled by a single horse.

Santa is not mentioned in "Jingle Bells". Check the words for yourself.
Dashing through the snow in a one horse open sleigh,
O'er the fields we go, laughing all the way. .... etc ....
WE are the ones in the sleigh, not Santa.

because the type of sleigh depicted being pulled by reindeer IS a one-horse open sleigh. In real life there are sleighs just like Santa's. One horse pulls them, they are called"open" because there is no cover or roof over them.
