It appears that it was by Curtly Ambrose in the final test between
Australia and West Indies in Perth in the 1996-97 series - a 15 ball
over. According to the excellent Allan's Australian
Cricket Annual it was a 15-ball over containing 9 no-balls
and it took 12 minutes to bowl.

C.E.L. Ambrose of West Indies bowled the longest over in Test Cricket. In the 5th Test Match of The Frank Trophy 1996/97,
played between West Indies and Australia at W.A.C.A. Ground from 1st to 3rd February, 1997, the 9th Over bowled by Ambrose in Australia's 2nd innings was of 15 balls as he bowled 9 No Balls in that over.

there is not any technique developed as such. 'attempt Cricket' capacity the bowler has to bowl very long spells and continuously (opposition bats for 2 or 3 days those days). So, they desire short run ups.
