Prom Dresses are sooo Expensive these days for just one night of use! I'm sorry she won't let you get one though :-(
Can you or your mom sew? Maybe a friend's mom?
You should definitely try to sew your own, it can be really simple. Just go buy the material at Wal-Mart or a local material shop and find a pattern you like. You can usually get the pattern for around $8-$20 bucks and you can usually find a really pretty satin or muslin material for not much. Tell your mom it can be a fun mother-daughter bonding project. Most mom's will fall for it! Another good thing about making your own dress besides the price is the fact that you more than likely won't run into another girl wearing the same dress as you and your dress will fit you like a dream since it will be custom fit to your body!
If that doesn't work either, wear something flirty. Something summery like the girls on Laguna Beach Season 1 wore for prom. Depending on your region. If not wear something that is bright, or use all black. What is your prom theme? Try to use the opposite of the colors that your prom designer has picked out. If you can't find anything try barrowing from a friend. If the outfit is simple, glam it up with blingy Austrian crystal accessories (you can make these too). It's prom so don't be afraid to go all out. Buy a small tiara at Claire’s to really dress it up.
But if your outfit is really fancy, limit the accessories to just a couple of pieces. Best Wishes sweetie! Let your inner fashionista out. Hope you have a wonderful prom!

Agreed with the previous posters that a skirt probably isn't something to wear to the prom...but I think it depends on your style and whether there's some kind of "dress code." Oh, and the amount of time you have if you'd like to save up for it. Either way, it's only going to happen once in your life, so you'll either end up spending a lot of money on a dress you'll only wear once, which is a waste, or...well, it only happens once, so make the best of it. (There are some people who get scholarship money out of wearing a ducktape dress if that interests you. XD) You could always get a top of some sort that is the same color as the skirt and dress it up in such a way that it looks like a quasi-dress, but...well, that depends on your taste and how good you are with accessories and matching. Then again, I'm not one for advice. Sad how money seems to solve everything...

Girlfriend, you need a dress otherwise you are going to feel uncomfortable. What about the under $99 dresses on www.PromDressShop.com. Don't have the money? Click on their make money link, perhaps you can come up with some that way. Good Luck! Or ask for a gift certificate for x-mas or something.

she wont let you buy a dress at all or you just dont have any? usually prom is really formal so a plain skirt probably wont cut it. beg her to let u get a dress, or borrow a friend's old one from last year. no one will know u borrowed it and its not like she's gonna use it anyways

Borrow your grandmas moo-moo and take a rose from her front yard and pin it on. Then go to your dads closet and take some boots throw those on then shave your head and go.
