Depends on how the water gets to your shower, if you have a water pump and tank you may need to change settings here or get a new more powerful pump. You can also get shower heads that will increase pressure. You could also add an auxilliary pump prior to your shower that will increase pressure. In reality it depends on how your home gets its water supply and what is between it and your shower. Knowing this will aid in the solution to your issue.

Most newer shower heads have either a restrictive oriface (looks like a metal washer with a small [1/4"] hole in the center) or built in small opening for the water to enter the head. If you have the oriface, you can easily remove it. If it has the restricted opening, you may be able to widen the opening with a nail set.

See if you can find the flow regulator in the shower head and remove it. Newer shower heads have them.

thats depends ,
what kind of water heater you have , if gas 1 change it because gas heaters slow the pressure , electrical ones is not . this case when hot water pressure is low but cold is not . if both is low then your water pipes pressure is low , call water department
