Is it true that at one time the NY state athletic commission forbade masks?

Yes. They forbid them do to wrestling then falling under the New York State Athletic Comission seeing wrestling as a sport. Don "the Spoiler" Jardine unmasked to wrestle in MSG for Vince Sr. and was the biggest star to have thay rule force them to unmask. Three weeks after he left NY, Mil Mascaris became the first to wrestle in NY wearing a mask as he and Vince Sr. had the ruling overturned for him.

I'm not sure when that would have been. I remember watching masked wrestlers such as Mil Mascaras and The Executioners at Madison Square Garden in the 1970's and 80's.
