Start with HTML, it is the building block for every web page. There are plenty of tutorials online that you can find for free with google. Once you want to start manipulating pages and doing some more advanced things try learning javascript. It is a great starter language that can help you in the long run. It will teach you fundamentals of programming and syntax. Javascript runs directly on the user's computer in their browser. After that try a language like php. Php is a great server side language. Server side scripting like php intelligently generates pages based on a user's last imput. Unlike javascript it runs on the webserver itself. There are plenty of tutorials out there for this kind of stuff. Your local barnes and noble or books a million are also great resources.

Design software vaires widely. The best by far is Macromedia Dreamweaver, but it tends to be a bit pricey if you purchase it legally. Macromedia does offer less pricely solutions for home users though.

I started off with Microsoft frontpage which is extremly easy to learn. Best thing to do is, save some good web pages and open them up in microsoft front page and analyze how they have been built up. After that start making your own.

Now I am sure there are newer packages - I dont know them...!

go to school for it. or just get books that teach it. web design is very complicated with all the codes and stuff.
