"Anybody" can build a web site. The trick is to build a web site that works! I built a very successful site with ZERO prior knowledge of web design, html code etc. I found all the tools, a step-by-step guide and tremendous support from the site listed below. Yes, you have to pay for it, but the added value more than compensates for the inititial investment. Good Luck!

check out the book on "frontpage" and you'll find everything you need and more. My daughter learned with the book(CD came with it) and she has done a few web sites since. HTML in the key to designing pages but frontpage has a lot of alternatives.
make yourself a list of html commands you will need store them on your computer so you can copy and paste them and fill in the needed info and photos.

Free website designing site's such as geocities, lycos offers free way of creating a website. You may want to explore their sites. You will not only learn how to create one but will have one as well.
