I didn't see the programme and this is really a shot in the dark..but I have a sneaky suspicion that you might have seen Tom Waites..hes an enigmatic singer songwriter with an unusual deep rasping voice!! He not french but comes form the USA I think. I have and album by him called 'Swordfish Trombone'.. He often sounds like he's had to much to drink on some of his recordings but he just sings that way!!.. My apologies if I,m way off..but check it out anyway, you might appreciate his music.
