What you could do is light candles, dim the room, make it romantic and give her a 30 minute massage. Use lotion or oils and make the best of it. I'm sure she'd love it and its the thought that counts, not the material item.

Use those $3 and buy some ice cream and chocolate sauce. Borrow a DVD from a friend.. Invite her over Christmas Eve.. cuddle up, eat the ice cream and enjoy each other..
Explain to her that you did not have $$$ to get her something..but soon (after Xmas sales)..she'll be first on the list.
How old are you? If you are over 16 (w/parent's permission).. the above should work just fine.. But if you are under 16...then take her to the mall and you and her take some pictures in the little "photo booth" and just enjoy each other's company.. She loves you and she will understand..

Write her a long letter... Draw some pictures with crayon, too... Have her read the letter out loud to you while you watch her face and listen to her voice... It'll do BOTH of you a world of good...!

i didn't know banks let you keep an account for $3..
just plan a romantic scene and cook dinner for her, you don't need a present....oh wait....maybe you do....write a poem or a song about her and play it for her

if you have a computer and photos of the two of you, you can make a cd/dvd photo slide show of the two of you and express your feelings for her in it.
