If its piped up on micro bore then it may be one of the pipes blocked. First close both valve off remove the air vent screw, with a friend to hold the bucket to catch the water turn one end on observe the pressure / flow rate that the water comes out. Next close that valve and open the other end valve is the flow the same? if so close the valve and investigate the radiator but highly unlikely to be totally blocked. I've never come across one totally blocked..

It could be one of two things,. (1) there is a problem with the valve on the cold side, (2) there is an airlock in the pipe from the valve on the cold side. If you have a thermostatic valve, then give it a tap with a hammer in case the needle is stuck. this may start it working. as to an airlock in the pipe, you have to turn off the hot valve and if there is a drain off on this rad, open the drain and let the water run out until you feel heat on this pipe then shut the drain off and open the closed valve the other end. If you have a thermostatic radiator valve its almost certainly THAT which is causing the problem. Try opening and closing it a few times.
Very unusual for a rediator to become completely blocked.
If you know what you are doing you can unscrew the top of the thermostatic valve , which should reveal a small brass pin. These regularly seize up. Try working the pin up and down. Try giving it some WD40.
If you don't know what you are doing, get a plumber before messing any further. And beware because radiator water is filthy, and will damage carpets etc beyond repair.
Yes, the problem is more likely to be the valve I think.

Chances are it's the bleeding valve clogged with dirt. Try opening it all the way and sticking a very small peice of metal in to clear it.
Watch out the air and water inside will be hot. Keep bleeding it until the water coming out is hot.

You should remove your radiator then flush with clean water this will help to remove any rubbish within your radiator.The second thing is to remove your thermostat it might be stuck closed,then put it in a small pot of boiling water this will prove if its working when it opens or not,if the thermostat dose not open replace it with a new one,i don't know where you live but UK replace with a 88c one then you will have a good heater in your car.

There is this service station that flushes out your radiator by hooking one end of a hose onone end, then backflushing it like with a pressurized water (they turn a noisy engine on).
I think they called this a flush, charged me 36 dollars, plus the cost of the replacement fluids and labor.

turn off both ends of rad get a bowl and drain rad when drained down
remove rad and flush out with hose pipe when clear reconnect

it may be that your heating system is not in balance ..this means that another rad on the system may be 'stealing' the hot water from the cold one.
Try adjusting the valves on the rads either side of the cold one.
