I think three months is early enough but if don't truly feel like you love someone you should not say it at all it only causes problems and can hurt people.

It depends on the individual and the circumstances. If this is how you truly feel, say it. Don't worry about them saying it back. Say it because it's what you feel, not because you want to hear it also.

Not necessarily. I would consider 3 months a pretty serious relationship...I know people who say 'i love you' after a few weeks, and mean it...
