I would say 'native' or 'indigenous'.
'Barbarian' was a term used to describe people from other lands who spoke in languages which could not be understood, thus the namesake; "bar bar" is what natives heard when foreigners spoke.

The barbarians were the people on the outside of the walled town who were blamed for everything that went wrong inside the wall.
The were the Mongolians on the other side of the Great Wall of China. They were the Germany's on the other side of the Maginot Line between the French and the Germany's in 1915.

They are always the problem, the threat and the law breakers. They are not considered to be fullly appreciated human beings even if the service they offer is not paid for in any fair manner by the system.

As barbarian is a term meaning loosely: "people whose culture is different from our own." Deriving from the Latin "Bar-Bar" immitation of some nation or other's native tongue, and based on its usage throughout history as a way of categorizing a great many civilizations who were civilized in different ways.

Modern evolution of the word barbarian has tended to lean towards "one who is without civilization" (e.g. Conan), so its opposite would be "civilized".

In historic terms, it was more accurate to translate it as "outlander" so its opposite was "native."

The term Barbarian was coined by the Romans as they began to run into them in their northern conquests.

Although in its modern context it means 'uncivilized club-dragging Troll' in reality it meant that they did not live as proper 'citizens of Rome' in a city.

So, using the original Roman term for barbarian and looking for the opposite it would have to be a Roman Citizen.

Personally, I prefer words like cosmopolitan, urbane, and sophisticated.

A barbarian is one who is uncivilized, tribal, and violently destructive. The wikipedia points out that barbarians are parasites upon society.

For example, in our society here in America, there are definite elements of barbarism to our current foreign policy and those who support it. I leave it to the student as an exercise to figure out what and who.
