After he and his borthers Vili and Ve defeated the frons giants and fashioned the worlds out of the remains of his body, Odin hung for nine nights ont he great world tree Yggdrasil and gain the knowledge of the runes, the ancient magical symbols or the gods and the Norse people. After that, he went to the Sacred Well of Mimir form which all knowledge came to ask for a drink. He was told that he could drink IF he was willing to pluck out his eye in exchange. This he did most readily and with that drink he gained the wisdom to use the knowledge he had acquired.
It was by virtue of his accomplishments (too numerous to mention here) as well as his great knowledge and wisdom that he came to be the chief of the Aesir, and it was his skill as a leader, and his never ending pursuit of knowledge that alowed him to keep that position.

It is not completely and 100% sure it was so. According to Snorri's sagas from Iceland, from which we get the most data about the Norse religion, Odin is hailed as the father and the chief of gods. Sagas also describe his past carefully.
But in some other sources, we find that not in all Norse comunities Odin was the main god. Apparently, some societies were more like Thor-cults or Tyr-cults. It looks like every community picked one of the major gods as the main one and hailed him above the others.
Therefore, Odin wasn't always the chief of gods ac cross all the Scandinavia, we only think so because the most detailed source we have (snorri's sagas) claims so.

Read the Norse myths and you will know. Also his first name before He became the ruler of Asgard was Wotan while he was gaining his wisdom .
But no he was not the chief of gods as you mean it. only the chief ruling god of his Parthenon.

Because he was hardcore. He simply told all the other gods that he was in charge, and they said "Oh YEAH?" and he showed them why . . . plus Him and Fria had a baby god named THOR, and you know he's got his daddy's back, right? He will straight shove a lightning bolt up somebody's butt! 'nuff said.
