well its a forensics show so they know who they bad guy is but later on they get the evidence to pin it on him. they try to show us how its done with alot of exageration

Propoganda. Same reason they never have an unsolved case. It is a form of psychological conditioning. The idea being that, witha ll the reality television, and with the idea that some series take thier stories from actual events, it gives the impression that the police will ALWAYS catch the ones they're after. The purpose is to implant the idea that if you commit a crime, they wil know right away and it will just be a matter of time before they can prove it. Because the lines are blurred between reality and fiction on television, it helps to instill that idea in the general populace. AND if you watch the shows very carefully, you can find moments where they are attempting to impose moral ideas on the public that are ridiculous in the extreme. Listen to the dialogue...you'll see what I mean.
But THAT is why they always figure it out that quickly.

No offense meant, but you must not watch a lot of those shows. It's not always in the first 15 minutes. In fact, a lot of the time, it's more of a surprise towards the end.
