You cannot create a forum with only HTML. You need at least some server-side code to accept the user submission and put it into a page (file, database, whatever).
One of the most popular is called phpBB2 (link below), it uses PHP and MySQL (by default). There are many, many other forum softwares.
What you need to do is determine the server-side technologies you have available to you (languages like: php, ruby, java, jsp, asp, asp.net, ...; databases like: flat files, mysql, postgres, oracle, mssql, ...). From that, you can narrow down the list of available existing solutions. You can then pare that list down further by figuring out what features you want in your web forum.
Finding existing solutions should not be hard. Search for "download web forum software" (or similar).

While these various PHP and MySQL forums suggested would work, they aren't simple for many people to set up.
From what you asked, you just need a very simple comment/message entry area on one (or several) pages.
This is very easy using JS-Kit, a small HTML line of code that puts what you want on YOUR page(s).

scroll down, though, because he used this product ON his page, and sometimes foreigners enter some messages.
Very simple and clean to use.

we don't know 'the best website' because there are simply too many free hosting out there. it all depends on your preference, whether you want more space, more bandwidth, or a bannerless hosting. anything would do as long as it support php (or cgi-bin). if you don't want to get your hands dirty, try the free forum hosting posted by the others. the advertisement might drive your members away though.

Get your hosting with http://www.DependableHost.net - and then they have an "auto-installer" feature which will automatically install the forum for you!
