At the moment I have a DVD drive that can only read DVDs, I recently purchased an additional drive that can read and burn. I want to install the other one, but am not really clear on what jumper settings really are, and how to best install the drive so that the one that I just purchased is the "master".

The more details the better.

Thanks in advance for any help.

the jumper is at the back of your drive its a little plastic cap that fits over small brass prongs and can be removed and refitted in a position that makes your drive the slave /master/secondary,according to the bios prog that starts/boots your pc,if u haven't got detailed instructions and are not sure of how to configure your bios settings, get a advanced pc friend or technician(not cheap)to fit it !otherwise your pc will be rendered useless until it is properly configured and fitted.also delving inside your pc case will need you to purchase and wear a anti -static wristband(essential).

Well for jumper settings, you have to look at the sticker that's pasted on the drive. It is usually the first two pins for the slave , the second two for the master. So place the jumper on the pins accordingly. So if you want the DVD writer to be the master, place the jumper on second two pins. And if you want the DVD ROM to be slave place the jumper on the first two pins. But plz confirm with the documentation that is provided on the drives. Each might have separate patterns. But don't put both drives on master or both on slaves, that just won't work. Hope this helps !!!

Easiest way is to set them both as cable select, and then they will set it up themselves automatically, just put the one you want as master on the end of the cable, and the slave on the port in the middle of the cable. Alternatively, you can set the one on the end to master and the one in the middle to slave. You set the jumper settings like the one guy said by the plastic jumper on the back of the drives. Should be 2 rows with 3 columns of pins. They should be labeled somehow, MA=Master, SL=Slave, CS=Cable select, or something of that nature.
