im an architecture student and planning to do a thesis on creating the most efficient and complete animal shelter which can cater all the animals needs to assure the comfort and health of the buildings occupants (humans included). since the site would be located in a tropical country (say somewhere around borneo), i guess the needs have to be specified differently. hope u animal lovers can help out. so far im focusing on domesticated and stray animals, not to sure about the wild. but its still taken in consideration.

Separate faculties for dogs and cats. Quarantine areas for new animals. Adoption rooms where people can interact with potential adoptees. A room for evaluating the temperament of new animals. A veterinary area that offers free or low cost spay and neuter.

A quick search of Borneo (it's an island) shows that there are mostly tropical wildlife. Orangutans, elephants, rhinos, and leopards. An animal shelter would not deal with those types of animals. They would be for domestic animals that are surrenders or strays, not wildlife.

research USDA guidlines. most aspca's operate under their guidlines. such as cage size, exercise requirements and areas to sleep elevated away from the bottom of the cage. www.usda.org is a good place to start.
