If this is educational (i.e., you're studying broadcast animation and gaming), then you don't need too much... the school you're attending should provide equipment and software for you. You will need a pretty hefty system to run all of this smoothly. Look to spend at least $2500 on hardware for a good PC desktop.

Skillset is kind of a fuzzy area... some people are naturally talented at motion graphics and can fall into the software like a sloth falls into bed. Most go to a 4-year college like SCAD (http://www.scad.edu) and major in Broadcast Design or Gaming. You must have a solid grasp of traditional art theory in order to have a career in it - color theory, design theory, etc.
