Boy, I don't know. I would feel bad if I enabled an irresponsible girl to fritter away her parent's money, or mine, for sure.
I think she needs a dose of reality. Let her try it on her own, and when she crashes and comes running back begging, accept her like the prodigal son, and teach her a better way to go.
Show her how you got a good credit rating, and give her work to do for pay. Even the wealthiest people expect their family members to have a healthy work ethic.

get on a conference call with her parents, her and you...and tell them what she's doing (boy crazy and wanting to move out). Tell them she has not worked or provided money or help to the household and that now she wants to move out. Say that you provided all you had and could, and IF she moves out then she is on her own, otherwise tell them they are responsible for her and therefore she should move back home (to the other country). You are not her parents and she being 21 neither they nor you are responsible for her any longer. Tell her parents it's up to them to talk some sense into her, and if not then she is going the wrong direction and is of age and you have, by law, no way of stopping her or helping her....period. You didn't say if she is here on a visa or if she's started citizenship papers, or if she's here temporarily or what would happen if you don't sponsor her or if her visa will run out or what. You can of course warn her parents that this is not a safe place for a young woman alone and suggest that she return home, otherwise work and pay her way or educate. You can't take on the responsibility of a parent.

I would not sign on a lease with her, as in the event she decides not to pay her bills, it would fall back on you.
She doesn't necessarily need credit to get on a lease. Money talks, bullshit walks. They may charge her a higher security deposit for being a "ghost", as they call it, but she shouldn't have a significant amount of trouble finding housing. She's a big girl. I've been living on my own since my 18th birthday, 21 is by far old enough to try out her wings.

Depends on how helpful her parents were in the past.
There's no doubt she's going to walk out on the lease or stop paying the rent. So, the question is how likely it is that the landlord will report it on your credit and go after you for back rent. Individual landlords usually don't have access to credit reporting and don't want to hassle with going to court to obtain judgements, but a larger complex with a property management staff probably will.

Don't co-sign! Tell her parents that you will subsidize her expenses by X amount.....but in no way are you going to be legally responsible for the niece's loans/leases/etc.
Landlords LOVE co-signers!!!!! why, it's just one more person who's responsible for the rent....and as an adult.....they know you will protect your credit more seriously than the renter who defaulted.
Same w/ electric bills/deposits/phone deposits, etc.....
Just because she wants....doesn't mean she gets it.....tell her to get a job and grow up.

She 's 21 and has no job? Forget it.
Tell her to show some responsibility by getting and holding a job, or going to school and doing well. If she does this for a determined amount of time to convince you she will be responsible then maybe I would consider it.
