So, there are two different pieces of equipment. One is a protective cup and another is the jock strap. Some leagues REQUIRE kids to have a cup (this is the classic rule in little league baseball and some pee-wee football leagues have adopted it).
If that's the case, problem solved. If not. . .get it anyway. It's sure a lot safer then going without. Also, you can make it sound like it is a rite-of-passage. Take him to the store and pick it out with him. If it seems normal to you, it'll seem normal to him. If it's a super creepy big deal to you. . .you get the idea.
Although I've never seen an injury to the genitals from pee-wee football, there are a million ways it could happen. Better safe than sorry.

I suggested this for a similar baseball question, but check out compression shorts. You can still wear a cup. It also helps keeps the quads and hamstrings warm.

Yes i think you should, i use to play tackle football, and trust me he needs one, just explain to him why, it might be a little akward but hes got to learn one day

I'm obviously not a male and don't play football, but my opinion would be to go ahead and get him one so that he gets used to it along with all the other padding.

I don't know, does he have anything to support at that age? I'd think an athletic cup would be more useful, to protect whatever he has from impact by other exhuberant (if clumsy) players...
