How can you assume that the change in volume of a graduated cylinder is the same as the element sample?

This sounds as if it is part of an experiment to determine the density of a lump of metal by dropping it into a measuring cylinder of water, and noting the change in readings.

This method will only work if (a) the lump of metal sinks completely and (b) it doesn't react with the water at all.
