TARGET is the way to go... or make it a "bring a bottle" party just to ensure you have enough alcohol for everyone. decorations are easily found at any "dollar" store. balloons, some confetti, horns, streamers and ribbon. you'd be amazed with what you can do some rolls of ribbon, scissors and tape. finger foods is a good idea, like veggies and dip, chips and dip, mixed nuts, chicken wings, pigs in a blanket, stuffed mushrooms, easy appetizers..etc. as far as music, a multi disc changer (stereo) should work.. make numerous mixed cds and load them up so you can go at least a few hours without reloading. hope that helps.

Make it pot luck.
You coordinate the dishes. You could even specify the type of dish from each guest.
Most computer media players will allow you to queue up hours upon hours worth of music, so that way you have music all night long without having to change CD's, etc.
What type of games did you have in mind? Your friends might have some to lend for the evening. On the other hand, if you're talking about playing card games all night, well, it doesn't cost a lot to buy a deck of cards, or two, or three. Of course, playing charades doesn't cost a thing.
Decorations don't have to be expensive or complicated. Ask any five-year-old for advice.
That leaves you with lighting. Coloured light bulbs, colour inserts around lampshades, lamps that include the possibility of up lights, if you already have them. There's nothing expensive there.
Then again, it's not the food, decorations, music, games, etc that make a good party a great one. It's the people you invite.

Head to any of the dollar stores for all your decorations, CD music and some one (YOU) DJ-ing , cheeses cut into cubes an crackers, fresh fruits cut up, bake a cake (13x9) pan,frost it ,or two cakes.roll up some mixed lunch meats and put on a plate with condiments and rye ,wheat and white bread, also get reg. sliced cheese singles and swiss cheese singles, have punch and make sure you've got plenty of ice cubes.....and if you have great conversation, good subject matter to keep everyone entertainted you'll be a hit, make sure not to let the party get out of hand if it starts to, i don't know your age group is why i say this.....and "WORK" the floor, (MINGLE)....you'll be a hit host! Have cards and games also, what ever is hot. ask that all your guest bring their own booze and don't let anyone stay too long if their too drunk when they come,use your best judgment.. HAPPY NEW YEAR!!

Lots of alcohol, thats the building block! Good munchies; I suggest american chop suey, little mini tuna/ chicken salad/ cold cuts sandwich roll things, cookies, brownies... People want real food too, not just snack food! Think about what you would want to eat if you had a strong buzz on!
Just put a stereo out and let people choose the music; they'll have CDs in their cars and they can battle over the music.
Lights? Humm, LOTS of christmas lights! light the place up using christmas lights! Think big here!
Humm, games... Not big on being active at parties, so your on your own here. I'm the guy in the corner who everyone knows, yet I just sit there...

Contact the people coming to the party and ask them for suggestions and also maybe get everyone to bring something that would be fun for the whole group.
