Not all forms of abuse are a crime. Some forms of abuse are just wrong and cause emotional and mental damage to the person in the long run.

Verbal, mental and emotional abuse may be grounds for divorce, but they are not illegal.

Physical abuse, no matter the victim is illegal. Though verbal, mental and emotional abuse can/is illegal under different provisions of the law (such as neglect.)
