i want to volunteer somewhere where i can be around dogs.
what are the steps in order to do this.
im a junior in high school.

I agree with these people here, contact your humane society. You might find a no-kill shelter in your area too to contact. If nothing else, you might be able to offer your services to come by and walk the dogs and clean out their cages. Good luck!

you can check with your local animal shelter or vets clinics. this could lead to a career in animal medicine. very good thing!
