I have a Dell computer with Microsoft Windows Internet Explorer and I can't be on the internet for more than 5 minutes or so and get a error message that says "Internet Explorer has encountered a problem and needs to shut down" when I click ok it shuts down any pages that are open. I can't figure out why it keeps doing this.

Try downloading Mozilla Firefox (which is available at www.mozilla.org) and see if the problem is more widespread. If it is, then there's something wrong with the installation of Windows itself. If it's just IE, then you should re-install windows.
