Today isn't the winter solstice. This year it's at 12-22-2006 00:20, UTC.
The reason it changes is because of our leap year. The years change in length and this shifts the time of the solstices and equinoxes a bit each year, so the solstice may occur from about Dec. 20 to 23. So, while some calendars have it as Dec 21, this year it's the 22nd at about 5:20 AM (depending on where you are)

Today is the day where the night is the longest. The sun is the furthest from the equitorial plane. We're going to move back towards equilibrium for the Spring Equinox, when the day and night are the same length.
