the easiest thing to use I would say is paint.
open paint, and open the picture. go to "edit" and click select all. and go to the lower left corner and make the pic smaller by using your mouse.

why not right click on the pic and hit open with and choose paint, that works , it comes standard with windows

i have friends who just put their picture into paint and they save it under jpeg. that will give you a good size unless if your picture is extrememly tiny.

imageshack would be good
or GIMP, thats probly the best..you can also change resolution with that
