There is no such place! As for Panama City - the sun rises in the ATLANTIC and sets in the PACIFIC, which is the opposite of your question. The sun always rises in the east.

how can it rise over the pacific in Panama? Its impossible.. in my opinion i think this scenario is only possible at one of the two poles.
