Yes, they do. They can dry out if you don't use them often or if you expose them to temperature extremes.

Yes, they do dry out. The reason is they are open to atmosphere at the holes where the ink drops come out. Isopropyl alcohol (AKA rubbing alcohol) is a common solvent used in injet ink. A printer repair guy once told me that if I ever had a cartridge go "dry" that really what happened is the ink dried in the holes and to use something like a saucer, put in a puddle of rubbing alcohol with the ink holes immersed and let it sit overnight. There are 2 varieties of isopropyl alcohol available, 99% and 70%. Check the label and get the 99% variety, unscented of course. I've ressurrected several HP inkjet cartridges in this manner.
