it depends on what your doing?and the type of foam?
you can also use the expanding foam in the can.

Most glues work with a solvent and most solvents dissolve foam, so there is the problem. Hot glues work, if sparingly used, but the heat will also dissolve the foal.

The one solvent that will not dissolve foam ....Water, but water cannot get through the foam to allow drying, so a bit of trickery needs to be used.

A very good way is to paint the foam with a latex paint, this will seal the foam from any solvent, and if the paint is thick even insulate it some from the effects of hot glue.

But as the foam is now protected from other solvents you can even use fiberglass and resin, with impunity (as long as there is a good thick, uncracked layer of paint).

"liquid nail". hot glue melts foam. elmer's or wood glue works, depends what you want to do with the foam. liquid nail is good because it's sticky before it dries so you don't really have to clamp it and then if you're carving the foam, it dries soft and won't chip like elmer's does.
