Have you been watching "Take The Lead"? Go to a Dancesport studio and learn to tango then go to a rapper and choreograph something yourself.

Yes. You will need to understand the rhythm of Tango and you need to find the same rhythm in the mix of rap, or any other music you pick.
It is possible (although not adviseable) to dance tango to any music with 1, 2, 3, 4 basic count. See where the steps fall with this rhythm. It will be a little more difficult to place quick and slows, as rap music doesn't have them at the same place where Tango music would.

I saw a wonderful foxtrot to Nirvana mucis. It is possible when done by skillful dancers.

Tango is a couple dance, and hip-hop is basically apart. It'll take a throwout (your partner will have to lead it) to open position for a break and perhaps a roll-in to get back into dance position. There is a whole new genre of tango/hip-hoppish music in Argentina, and you can get a good idea of what it's like sampling Gotan Project.

watch the movie "take the lead" they do a big tango dance at the end mixed with hip hop. Really well done.

there is a band caled "gotan project" they mix tango with contemporary music
