Call the health dept.or City of ___ where ever you live in. Tell them your problem. Keep giving them written work order requests and save copy and note every time you give one (date it)If it is an apartment go to the office window or if they are a real estate agency look for a sticker such as **Texas apartment assn. write them a letter and keep a copy of it. ect .. Call the TV station do anything but get heat asap !! Write a notice to the landlord telling them what's up and save a copy for an atty. If you refuse to pay rent all you will get is an eviction notice and will get evicted and that will follow you for years.Do contact persons above. One day without heat is enough. Most landlords will offer you a vacant unit to stay in if there is parts being ordered and should keep you informed about work order status on heater.

I would tell the landlord to fix it yesterday, or I would call the first full page ad in the yellow pages for a 24 hour HVAC repair service, pay them out of that month's rent and give her the rest. If she has a problem with it, then the next few months' rent checks would be going into an escrow account to pay for legal fees when I took her to court to allow a judge to resolve the situation. You are paying for quality living, and by accepting your rent money she is promising to provide that in a timely and consistent manner. That is the nature of a landlord tenant agreement. By not providing someone to repair your heater, she is in breach of that contract. Just my opinion.
