How are voice overs in cartoons done?
Do people change their voices? How can I do it?

Basically the dialogue for the cartoon is done prior to the creation or filming so to speak. That is how the studios match the mouth movements more accurately to the characters. yes some very talented people can change there voices. Often times one person may actually be doing the voices of several characters. You will need to practice and experiment with different voices. Just change the pitch or tone of your voice and be creative. Most actors in real life do the same.

the movie can be shot first or the sounds can be recorded first it doesn't matter but then cartoons like Naruto, they have girls who are voicing a boy part ie Haku and Naruto
yes some voice actors can change the way a parsonality is by creating a different tone. Experiment with different voices or tones for example
try imagining this
you are a snobby rich girl
you get whatever you want
but someone took your time slot at the hair salon
Now imagine yourself as a helpless lady who is trying to placate the girl dressed head to toe in brand name items....all you can think of is this: her voice gives me a head ache
now improv a dialogue this means imagine a dialogue between these people.
for example:
SNOBBY RICH GIRL I want my hair done like now, if you don't I'll call me daddy and he'll shut your shop down like that *snaps finger*
HELPLESS YOUNG LADY WHO OWNS THE SALON: sorry for the inconvienience please wait for 15 minutes and then come back we'll get your hair done a little later is that a problem?? *Pops an asprin in her mouth swallows with a cup of water*
