The text that's just about the book is indeed the blurb; all of the copy, including the author bio., is called "flap copy."

A blurb.

A blurb is usually written on the inside of the dust jacket of the book. The first inside page (front flap) has a description of the novel or some quotes from reviewers. Every since the Sony corporation invented its own reviewer I don't trust reviews very much. On the inside of the dust cover at the back of the book (back flap) is a continuation of the review or description of the book as well as a short description of the author along with a picture of the author.

There is a lot of info on the dust jacket of a book. The story synopsis, the author's biographical sketch, the promo. The Isbn no., The pricing code. and the UPC bar code.

I think I've heard them referred to as Jacket Notes
