There was less peace to *keep* and more peace to *make*

The whole "peacekeeping" concept is becoming more and more suspect -- maybe they did once, but warring groups no longer have any respect for the UN helmets anymore -- UN peacekeeping operations are mainly ineffective UN window dressing these days as well as being cash cows for the armies and goverments of poorer nations (i.e. poorer countries are always interested in putting up their soldiers for useless UN service as they get more money per man from the UN that it costs them to field their troops).

Face it, the UN hasn't stopped a war for a very long time. They're good at relief work, etc., but not a keeping the peace anywhere anymore.
