All the fish usually die sometime before the pond completely dries up (because of the lack of oxygen) and they've decomposed by the time the pond is dried.

First, you fail to mention if there are some fishes in the pond in the first place. How could there be fishes when there are none?

Second, you fail to mention what kind of fishes in the pond. These are important for me to be able to answer your question accurately.

You might not be aware but there are some fishes that can survive the drying up of ponds. Some fishes can survive without water for a while too. If you heard about cat fish and mud fish, these are some type of fish that can survive a dry spill on ponds. Had a first hand experienced on this one as a matter of fact. These fishes can bury themself in the mud when the ponds dries out and they'll come out again when the pond filled up and the mud soften enough for them to crawl out. Some ordinary fishes you know the rest of the story, they got eaten up physically or organically.

By the time you see the dried up pond the fish have already been eaten by other animals.

There must not be any fish in the pond then. Or else everything else (herons, raccoons, etc) ate them as the water level dipped. I've seen dead fish when ponds and rivers run dry.

Maybe there were no fish to begin with. If we assume there were fish, maybe they are eaten by birds.
