It depends.
If we are talking news organizations here, the media is responsible for breaking the news. But if the media becomes overzealous or for some reason end up as part of the story (i.e.: cameraman killed in Iraq), then they become the news themselves.
It's really an unspoken boundary when you see a story being told or an interview happen. However, if something controversial happens within a story that is too big to cover up, other media sources run with it

The news had to come first to have any media to report it. That is if you are talking about the people who report the news when you say "media." Because news can mean the same thing as media, all depends on what context you put it in. But definate the news first.

The news came first obvisouly, because without news there would be no media to report it. However, the media decides what is considered news. They decide what stories to cover and what not to, what to go in depth with and what to gloss over. The news is there, the media reports what they consider the most important bits. So, essentially, the news came first, but the media controls the news.

Well, I wonder where this guy finds all those characteristics in the press today. He must be a journalist on Mars. Funny like journalists always pose to models of integrity and give you lessons of morale. Then you read their papers or watch TV and you are confronted with biases, partisan views, hatred, libel, privacy invasion, distortion of facts, under coverage of important facts.. Well it must be what they call integrity today...
