If you cut off some branches of a pinyon (christmas) tree and stick it in water will it grow?

No, sorry it won't grow. Pinon Pine trees and other evergreen trees as well as most deciduous trees need to be started from seed or root cuttings. You can purchase a seedling Pinon from your local soil conservation district or a good tree nursery though.
