The y-axis is a vertical line, therefore the slope is undefined. Parallel lines have the same slope, so the the equation of the line you are looking for has an undefined slope, and it's also vertical.

Now, a little about vertical lines. A vertical line contains all points which share the same x-coordinate. For example, take the vertical line which is the y-axis. Label a few points on the y-axis. Perhaps (0,1), (0,2), (0,3), an (0,4). Notice that all of the x-coordinates are 0. This is why the equation of the y-axis is x = 0, or rather, the line where x is always 0.

Back to the problem ...a vertical line containing the point (-5,11), then, has to be the line where the x-coordinate is always -5. So ... the equation of the line in question
is x = -5.

This can be a tough problem at times because people try to substitute values into
y = mx + b to find the equation of the line, but then don't know what to do because m (the slope) is undefined. Thus, there is no actual value to substitute. Some people even substitute 0 when they get stuck .... but then actually end up with the equation of a horizontal line. Therefore, it is really important to understand the nature of vertical lines (x coordinate remains constant), as well as horizontal lines (y coordinate remains constant.)
