I have this write up for another forum.
It promotes a paradigm shift from using a fix volume to fish ratio when deciding the number of fishes you can keep in a tank.
In the text, the number 9 is an auspicious number for Chinese and many chinese like to keep goldfish in nines. It's abit complicated and my ability to write has it's limitation :) But I hope it gives you a scientific (or mathematical) idea how many goldfish your tank can support and /or guide you in deriving how many goldfish you're willing to keep in your tank.

In a 20 gallon tank you can only have ONE fancy goldfish, no common or comet goldfish. Even 20 gallons is a bit small, 30 gallons is getting closer. But you can get away with 1 in a 20 gallon with extra filtration and you have to be religious with water changes to keep nitrates down. You don't want to go with anything lower than a 20 because you don't want to stunt the fish's growth. It causes an early, very painful, slow death for the fish.

We had a 50 gallon tank and put 6 in there and they had a lot of room left. But, since yours in smaller I would image 4 at the most. Also, get them when they are young because goldfish will adjust to the tank size.

20gallons is ideal for ONE full grown goldfish. while 2 or even three small young goldfish could be happy in it now, once they get older you'd have to upgrade to a 30-40gallon tank with really good filtration. you may be able to get away with two goldfish when full grown if they are a smaller kind and you get a powerful filter.

most pet shop people will tell ya no more than one fish per gallon of water.
Pet store fish, that is. Not a trout or a shark.

Two would be the recommended amount, as they can get pretty big, and they need the room to grow.
