It might make a difference with improper fractions where some people feel that simplest form means as a mixed numeral while lowest terms means still as an improper fraction. For example:
10/4 in simplest form is 2 1/2 and in lowest terms is 5/2

The two terms mean the same thing. A fraction is in simplist form or lowest terms when it has been reduced as far as possible.

simplest form is the lowest divisible for eg 100/200 in it's simplest form would be 1/2.

'simplest form' & 'lowest terms' are two phrases used by people who don't understand much about Mathematics (not you! I appreciate you are just learning..)
It's not that significant what these two phrases mean if you remember that (( xA + B ) / A) = x + B/A ... & xA/yA = x/y....
Sometimes you will want to hold off any simplifications (such as when working w/ algebraic structures)...but that is for another day..
I think that wunluv below me thinks that a three paragraph response is 'totally complicated'... she then makes a statement that is not correct & uses the word 'reduced' as if it is 'obvious' what is meant by 'reduced'...mmm... not so complicated, I think..
