It begins with a young boy skateboarding, then he not only gets hit by a car (the driver was not paying attention looking at a streetmap) but gets dragged underneath screaming holding onto the bumper. The mother is screaming because the driver doesn't seem to notice. The little boy is okay at the hospital, so it seems then dies screaming. The mother than tracks down the driver and torments him. I don't remember too many more details just that it's 80's, the driver reminded me of elliot gould, and at the end you almost feel bad for the guys because the mom was so hardcore (though he did kill her son.) Let me know.
