i think it is best to leave out the cosmic entities in this sort of question... god-like beings are too hard to define in power...
for DC, i pick the son of superman and wonderwoman from 'kingdom come/kingdom' (i forget his name) who can control hyper-time...
marvel, i pick franklin richards (when he grows up)

The Living Tribunal is supposed to be the most powerful in the Marvel universe, although it has made reference to one even more powerful than itself, though some think this may only have been a metaphorical way of saying “no matter how powerful you are, there’s always someone more powerful”.
In the DC universe, it is supposed to be The Presence, the one who gave The Spectre his powers. In the forties or fifties, The Spectre would sometimes to go God for advice, and they would have a conversation. (Disembodied word balloons were tastefully employed.)

Well for Marvel the Living Tribunal has already been said. As for DC I would have to say God (sometimes called The Presence in DC comics), if anything than for the fact that the Spectre is the most powerful being usually seen in the DC universe and he takes his orders from God, he was even punished by God after failing one of his tasks. In the recent events of Infinite Crisis the Spectre begged God not to bond him to Crispus Allen.

See, it's always relative. No character's any good if he doesn't have something that can't beat him.
So, Galacticus is ridiculously powerful, but not completely unbeatable. If memory serves it was Ghost Rider, not normally considered the greatest of characters, who managed to take him down.
Of course, the beyonder is insanely powerful but in a very different way, being that he has control over time and space generally, yet he has certain limits.
As for DC, they have far more of a tendency to go into the realms of magic and Gods, so you end up with all sorts of characters that could cause untold pain to superman and the like.
Basically it all comes down to star wars. There's always a bigger fish

In DC? Definately Superman. so a procedures as ask your self is going? ask your self has been very carefull to no longer focus that lots capability in anybody being, besides the actuality that, precise now, the main powerfull seems to be the Sentry. in terms of sheer strenght, i'd say the strongest is Savage Hulk, between the various personalities of the Bruce Banner/Hulk character. he's, bar none, the strongest character is the entire worldwide of comics.

Have to agree with the Ry-Guy...
The Living Tribunal is far and away the most POWERFUL being in Marvel. He's word is law, and his desions absolute in authority. Other cosmic personifications (Death, Eternity, Creativity, ect) all defer to Living Tribunal.
As for DC...
...
I dunno... At the hight of his powers Superman can give most other beings, even the Spector, a run for their money.... But I would suggest that Captain Marvel or Black Adam may be the most "powerful".

So why didn't eveyone else just say they didn't know?
In Marvel, it's the Living Tribunal, although he has alluded that he serves an even higher power. But this power has yet to be named, so LT is it right now. He even trumps the Infinity Gauntlet.
In DC, I have no clue. Maybe Kismet. Maybe the Spectre.

Gladiator was cool in Dark Pheonix though I'd definitly go for Phoeonix. She can dystroy worlds and is made of energy. And I mean the X-men original series Jean Gray possed by this creature not that joke they did in the moive version.
