I have a faint memory where Doogie is at the beach or something, and he sees a shillowette of a chick (i thought was topless) in the water. she walks over to him and says "what? its not like you havent seen this before" referring to how because he is a doctor, he, of course, has seen the female body before. Can anyone verify this for me? or maybe it was another movie or something but i really need to figure out where this scene came from.

I don't remember anything like that in Doogie Houser, but I do remember a similar scene to what you describe happening in the move Doc Hollywood.

After Doctor Ben Stone (played by Michael J. Fox) spends the first night in town he wakes up still hung over from the moonshine with a quilt wrapped around his shoulders and sits on the shore of a lake. Suddenly a naked woman (played by Julie Warner) pops out from under the water and starts walking toward the shore. Ben introduces himself as a being a doctor, she just smiles at him. Then he tries to offer her the quilt so she can cover up, that's when she says, "If you're a doctor that I'v got nothing you haven't already seen." and starts dressing. When she walks away she turns back and says, "You can blink now." =P

This is the only scene I can think of that is similar to what you describe. I think it's the one your thinking of... Michael J. Fox was still pretty young-looking back then with a teen-like appearance.
