this question is a bit too open -
a quick way to get the speed up is to add more RAM memory, but it isnt the only way. upgrading the cpu will improve things. Upgrading the graphics card will make newer games run smoother and faster. Another method would be to increase virtual paging size, or defrag your disk.
Most of the time though doing a clean rebuild of your os solves a lot of problems - over time the registry (im assuming your running windows) gets larger and uninstalling programs dont always remove the registry settings, so it bloats. changing the programs that start up when the os boots, for eg. if your running win 2000/xp run msconfig and untick the programs you dont want to start automatically, they could be using system resources when you dont really ever need them unntil you manually start them. Other ways include tweaking your system - disable services you dont need from starting or set them to manual (windows nt/2000/xp)
as you can see theres a wide range of possible answers, sorry but your question doesnt have enough details.

Read pc security and performance tips here at: http://www.pcsecurityworld.com/pc_security_tips.php. Also, use windows tweaking programs like Tweakxp or powertoys for windows. In addition to that, perform maintenance and defrag drive at least in every 15-20 days. Make sure you keep sufficient hard disk space on the partition on which windows is installed. Use a good registry and garbage cleaner program like Ccleaner and in the end, of course upgrade RAM.

3. you can remove all cookies, this can be acomplished by a cookie scaner or by a manual removal.
4.You can do a disc clean up
5.You can do a disc defragmentation wich will compress fragmented files.

Basically buy a new one.always works..but if you refomat and dont install lots of memory sucking programs your system should be faster. If you Ctrl Alt Del your program manager will show what extra useless junk you are running..unfortunately you have to know what is the neccessary junk :)

I would recomend buying a program like pc system total mechanic 6.0 for it. It cleans and tweaks everything for a much faster computer afterward.

The following steps should speed up your PC. Do all of the steps with patience:
1. Run Disk clean-up. Then delete unused files. (start>program>accessories>sys... tools> disk clean-up)
2. Check for disk errors. (right click on a disk-drive>properties>tools >error checking, then restart)
3. Run disk defragmenter, no matter what it says.
4. Delete cookies. (you can do it from your browser options: tools>internet options)
5. Delete cache or temporary files. (you can do it from your browser options) or, click on 'start", 'run', type 'temp' then click ok. Whatever shows up, just delete.
6. Delete all history files and search history. (you can do it from your browser options, or, CTRL + H, then delete)
7. Empty recycle bin.
8. Delete unused icons & short-cuts from anywhere including desktop.
9. Uninstall any software or game that you use only once or twice in a week.
10. Delete temporary internet files. (you can do it from your browser options: tools>internet options)
11. Delete all recent files. (click on start, click run, then type "recent", delete all the files which show up)
12. Run a full virus scan. If any threat found, eliminate that completely.
13. Run a software which can remove any spyware or adware.
Like: Ad Aware, Windows defender etc.

There are two things you can do.
Defragment your system. Defrag is in Windows file. The second thing is look at start programs and remove programs you do not want opening up when you don"t need them.
