What's your opinion on the following statement?
Poverty is:
A. Completely the fault of the individual
B. Mainly the fault of the individual, but partially the fault of the government/society as well.
C. Partly the individual's fault, partly the government/society's fault.
D. Mainly the fault of the government/society, but partially the fault of the individual as well.
E. Completely the government/society's fault.

Also, if you have any suggestions as to what the individual (or the government or society, depending on your answer) can do to improve the poverty situation, please include that. Thanks!

It depends as looking at the situation in third world countries they do not have access to education which is the key to a better life. They naturally would take over the farmland from their parents and continue this tradition not being able to break this vicious cycle.

For first-world countires, it is mainly the individual's fault as they have all the tools like education and a good family to succeed in life but they rather be deliquents, thus remaining in poverty.

C. And my suggestion is that the world should stop sending those countries millions of dollars, but rather millions of condoms......
