a few people have touched on it. it does strictly mean new conservative. I would also agree with Nick that the conservatives that coined it would prob see them as not having enough emphasis on fiscallness and small govt. Another major component is world view. The "neo-cons" would be more free trade and less isolationist and believe that America should take a more active role in world affairs.
Like the one respondent said, liberal have no idea what it means. They think its an insult and its like neo nazi. It really means nothing of the sort and came about as a term that "old" republicans used to describe a new way of thinking that they don't feel is conservative enough. Perfect example is president Bush who is only moderately conservative and thus had been described by some other factions of the party as a neocon.
So its just a intra party description of a couple of different divisions. As usual, the liberals werent smart enough to understand it.

It was not coined by Reagan but appeared in the 60's and 70's and represented a movement into the Conservative party, from the left. Today the word is used as an insult and this without the knowledge of the real meaning of the term.

I'd just like to point out to they call me bubba that neoliberal is a term that already existed before you thought you'd made up something funny, and that you come off as an idiot for using it. Neoliberals are the ultracapitalistic, anti-regulation, pro-free trade people. Neoconservatives have the same view on business, giving them freedoms and not regulating pollution or monopolies, but where they believe businesses should have freedom, they take freedoms away from the people... privacy and "moral" issues such as gay marriage, for example. I am neither neoconservative nor neoliberal. And the term neoconservative is not just "made up", it is an organized movement and they use the name to describe themselves. Bush and Cheney are parts of this movement.

It has several meanings, I don't think people who through it about really know the meaning and I don't want to post the real definition since I'm sure it will anger some people (and not the real neocons).
-ts- you are close, it is actually a group of Conservatives (in high places) who are from a religious/ethnic group that isn't suppose to be Republican. It has taken on the tone of being an insult but it really isn't. Read the wikipedia link below, it brings up my point about midway down.
