A genuine 66 goat roller needing major rust repair, but slavagable(needing qtrs, rockers, floor pans, trunk pan, wheel houses, frt fenders, rear window channel repair, and other rust repair) would easily get $ 5500 or more-especially if it were a tri-power, more if a convertible.
You may consider a 66 Tempest or LeMans, likely not a roller for a grand, but close-if you can find one. You see as the GTO prices escalate-many have re-bodied using a rust free or more likley less rusty donor car of a LeMans or Tempest. Sorry, I don't think either will happen for your budget. Almost anyone who has one knows what it is-and a relative market value. hmm... kind of makes that restored GTO for $26-35,000 seem like a better deal...or an older restoration at $15-25,000 a deal.....or even gasp...a well done not misrepresented clone car..
With any luck, Dynacorn may see a market for reproduction bodies like it has for the 67-69 Camaro. You can now get a custom built turn key Camaro for about $30k...sadly? this has done little to diminish the value of original iron.
They are just not cheap at all. Still, your perseverence may pay off finding a project someone can not complete. I suggest you start buying any small parts lots you can afford-as trading parts with the right people goes a long way in the hobby. If you can scrape up about $5k-have speedy cash on your person when looking and tell everyone you know that you are looking for one-you will get it. I got a complete 455 Turbo 400 trans, and a 9 in Ford rear axle once for $500.....had to pay the guy right then...then had to pull engine and trans from Pontiac wagon, had to cut rear axle out of Ford and then take junked cars to wrecking yard(had to pay them $75 to take the Ford-got $25 for wagon). You have to want it really bad.

if you want a fast car then it is between the firebird and the GTO the GTO is the fastest stock but harder to modify and find parts for since they only made it for three years and it is from austrilla. The GTO is nicer then the bird on the inside but it is easier to modify the trans am because the car engine and drive train have been around so long. if your looking for a car to modify and go fast go with the trans am. if your just looking to modfy the **** out of something go with the civiv but if your looking for a fast stock car that is comfortable then go for the GTO

you did'nt specify hardtop or convertible but the model you want is popular...someone mentioned the Lemans and tempest...same body style..alot of them are made up to look like GTO's...pick up a copy of Auto Trader..look at E bay or your local classified...go through junk yards....try to cast a wide net..hopefully, you'll find a old lady with a slightly abused one in the yard..rusting away...you might have to have a find a actual junker that someone used as a parts car...order bumpers,, doors, hood, and grille in addition to vital mechanics...I hope you got deep pockets!!

Have you tried Ebay? I know that seems funny, but I have friends get all kinds of things from there. Or you could look and see if there are any salvage yards on line. Hopfully these are helpful tips.
