Are lanlords allowed to treat you biasly? We have a Phd who lives above us and is always doing stupid things. He broke the door in by kicking after being drunk one night and always is fighting with his wife wee hours of the morning (we called 311 several times). Ironically, the landlord believes his lies when he says he is not doing any of this or that its not as bad a we make it sound. He sides with him under the logic that he is a Phd and smarter-as if Phds have some higher morality to them. It is ridiculous and I'm sick of him ignoring our pleas when they are objective. Is there anyway to take legal measures for this kind of stuff?

File a formal complaint so that the PHD holder will be summoned to answer for his misdemeanor and the appropriate action will be meted on him.

Get copies of the 311 calls and any police reports regarding these incidents and forward them to the landlord. in the meantime try to find a different residence as your landlord sounds as if he is a real dumb As*

311 would have a record of the calls and complaints. get a copy and show it to the landlord. PHD piled higher and deeper.

You can document the incidents, call the police, and then file suit in small claims court under public nuisance laws.

the landlord is being biased... if i were you id get recorded proof of this... although moving to a different place would be ideal.
