I think you are referring to Zihuatanejo. Zihuatanejo is a town in Mexico's pacific coast in the state of Guerrero about 140 miles northwest of Acapulco. Its close to the resort area of Ixtapa, so its usually called Ixtapa-Zihuatanejo. It has a lot of beach resorts in its coastline.
Zihuatanejo is the actual town with family-run guest inns, luxury boutique hotels, condominiums, and vacation lodgings that overlook the bay and beaches as well as the homes, neighborhoods, apartments, stores, shops, and businesses that make up its thriving community.
Ixtapa is a government-planned vacation resort area. The hotels and condominiums in Ixtapa along the main beach are mostly high-rises. Lovely luxury homes, condominiums and vacation accommodations set in quiet neighborhoods also surround the golf courses and the marina as well as the hillsides and smaller beaches.

There are really 2 questions here:
1. Where is it
2. How does one "find" it?
It is in Mexico on the Pacific Ocean, next to, you'll see the giant Red and Andy Marina.
But to truly find this city, you must be falsely imprisoned, build a library, do illegal accountiong and crawl through a sewer... not necessarily in that order. Only then can one truly discover Sey Quanta Neyo...

I think you are referring to Zihuatanejo (pronounced See-wa-ta-nay-ho). It is located in the Ixtapa area of Guerrero (the state), which is south west of Mexico City. Zihuatanejo is famous for beautiful Pacific ocean beaches. When I lived in Mexico, I visited the beaches here & they are BEAUTIFUL! Seemed to be one of those "best kept secret" places, although I don't know if that is still the case. Zihuatanejo - is in the north western part of Guerrero on the coast. Thats a little south of mid Pacific coast and about 4 hours north of Acapulco

I'm from Mexico and i assure you there is no place called sey quanta neyo, and even if i try to say it out loud to see if something familiar comes up, nope.
Where did you hear it? is there something important at that place? maybe its easier if you answer these questions.

i think you are trying to say ZIHUATANEJO is located it in guerrero mexico(about 145 miles )northwest from acapulco, they have a very modern tourist resorts in IXTAPA -ZIHUATANEJO
